Sir,

I have the honour to enclose copies of the proceed- ings at a Court of Enquiry held on the 13th August, and at an

Inquest held on the 17th August into the circumstances attending

the death of a Japanese named Kamekawa Seicho.

While it is regretted that there should have been

loss of life I am satisfied that the officers in charge of the

batteries were only carrying out their duty in firing on the

S.S."Shikoku Maru". They had no other course left open to them.

I enclose copies of letters addressed to the Consul-General for

Japan by the General Officer Commanding and the Colonial Secretary

and of the replies thereto.
